Pflugerville sits about 17 miles southeast of Leander, east of I-35 on the flat Blackland Prairie. Most homes inside the city are on the city's water and wastewater utility. Septic country starts past that line, on the acreage and county roads toward SH 130, Cele and New Sweden. Out there the ground is black clay that swells when wet and cracks open when it dries.

Pflugerville is not its own septic permitting office. TCEQ keeps a public list of the local agencies authorized to run the on-site sewage program. Pflugerville is not on it. Septic permits on the Travis County side of town go through Travis County Transportation and Natural Resources.
That office handles development outside city limits and subdivisions in the unincorporated county. The northern edge of Pflugerville crosses into Williamson County. Those addresses go to the Williamson County Engineer's Office, the authorized agent for the entire county. Travis County publishes a jurisdiction map you can check by address. Which office you land in matters for repairs.
Texas requires a permit to build, alter, repair or extend a septic system. A narrow emergency-repair rule covers tank lids, inlet and outlet devices, risers and riser caps. Those get reported to the permitting office in writing within 72 hours. A new drain field is not on that list, so it starts with an application.
West of I-35 the ground is Hill Country limestone. Pflugerville sits on the other side of that line, on Blackland Prairie clay. USDA soil scientists call this prairie's black clay a high shrink-swell soil. In a dry spell it cracks open a half inch to four inches wide a foot down.
Water goes into that soil fast while it is cracked and very slowly once it is wet. A drain field works by letting treated water soak into the ground around it. Texas rates clay at the bottom of its soil loading table. Texas AgriLife Extension says clay has very low conductivity, so only nonstandard drain fields can be used in it.
The permit record follows. TCEQ counted 144 new systems authorized in unincorporated Travis County in 2025. Of those, 89 were drip and 24 were spray, and exactly one was a standard trench or bed. Rain makes it harder still, and AgriLife notes that a field saturated with rainwater cannot accept wastewater. When a field out here goes wet or smelly, telling the cause apart is drain field repair work.
We come over from Leander on the SH 45 toll road. A pump-out covers the whole tank. We locate and open the lids, pump every compartment, and clean the effluent filter if there is one. While the tank is open we check the baffles and the inlet and outlet.
Then you get photos of the inside of the tank and a plain report on its condition. The report says when the next pump-out is realistically due. Lids get resealed and the site is left the way we found it.
Texas rules say tank contents have to be hauled by someone registered with the state. Bravo Septic is a TCEQ-registered sludge transporter. Aerobic systems get pumped too, and they have more compartments, so the job takes longer. The routine maintenance those systems need is a separate license, and a licensed maintenance provider handles it.
Pflugerville has grown fast, and a fair amount of what sells out on the acreage is an older house. The system under it is often a mystery to everyone in the deal. TCEQ does not regulate septic inspections at a sale and frames them as a lender question. So it is usually the buyer or the lender who puts one on the calendar.
There is a second wrinkle on older places. Take a system installed before September 1, 1989. If it was never altered and does not need repair, the current permitting rules did not apply to it. So there may be no permit file and no site drawing. Permits do transfer to the new owner automatically when a property sells.

The written report goes out within 24 hours of the site visit, with repair quotes on request. Sewage already backing up in the house is emergency septic service. That one should not wait for a report.
